North Macedonia's Prime Minister Hristijan Mickoski touched upon the changes in the country's Constitution as a condition for opening negotiation chapters for its EU accession during his Tuesday lecture at the Johns Hopkins University in Baltimore, US. 

"We will not be able to start negotiations if we do not include in the Constitution several hundred of our fellow citizens from the Bulgarian minority in [North] Macedonia. But is this the last demand? Who can tell us that this is the last demand? Well, we have no answer to that question. Which is the institution in Europe that judges whether someone's rights have been violated? We are talking about the European Court of Human Rights in Strasbourg, where there are 14 judgments that say that the human rights of the Macedonian community in Bulgaria have been violated. There is no such thing with regard to the Bulgarian minority in my country. The logical question is: whose rights are violated and what is the purpose of such a step," Mickoski said, quoted by North Macedonia's cabinet press centre in Skopje.
