“We all want to complete as soon as possible the actual discussion on drafting a proposal for the initiative on constitutional amendments,” said Margarita Tsatsa-Nikolovska, chair of the working group of the Ministry of Justice in North Macedonia, which is to draft the proposal for constitutional amendments. In her words, the working group "is progressing gradually and no deadlines have been set or will be set at this moment."

"When we start working on the actual part of our commitment, to look at the possibilities of drafting the proposal for the initiative for constitutional changes, then we will be able to talk about some deadlines," she said. 

The working group was set up in early May and is due to adopt its rules of procedure at its meeting on Friday. 

The working group is to prepare a proposal for constitutional changes to be submitted by the government of North Macedonia for a vote in Parliament. The need for these changes stems from the negotiating framework adopted by the country's government, which states that Bulgarians must be included in the basic law as a condition for EU accession.  Of its 23 members, ten are experts, ten are proposed by political parties and three are proposed by the President, the Ministry of Foreign Affairs and the Secretariat for European Affairs in North Macedonia respectively. So far, there has been no response to the request of Bulgarian associations that their representatives be included in the working group.
