Parliament's Foreign Policy Committee Approves Ratification of Enhanced Partnership, Cooperation Agreement between EU, Kyrgyzstan

The National Assembly’s Committee on Foreign Policy Thursday approved on first reading a bill to ratify the Enhanced Partnership and Cooperation Agreement between the European Union and its Member States, of the one part, and the Kyrgyz Republic, of the other part. The bill was submitted by the Council of Ministers on March 14, 2025.

The reasoning to the bill says that the Kyrgyz Republic is the second Central Asian country, following the Republic of Kazakhstan, to sign an expanded, next-generation agreement with the European Union.

The agreement will provide a basis for reinforced political dialogue and deepening cooperation between the EU and the Kyrgyz Republic in many mutually beneficial areas. These include trade and investment, sustainable development and connectivity, research and innovation, education, environment and climate change, as well as rule of law, human rights, and civil society.

In addition, the agreement enables the strengthening of cooperation in the area of foreign and security policy, including issues of conflict prevention and crisis management, risk reduction, cybersecurity, regional stability, disarmament, non-proliferation, and arms control, among others.

Also on Thursday, the Committee voted to support on second reading a bill to ratify an Agreement between Bulgaria and the Organisation for Economic Co-operation and Development (OECD) on Bulgaria's participation in the OECD Regional Programme for South-Eastern Europe with a voluntary financial contribution of EUR 100,000. The bill was passed by Parliament on first reading on March 13.

The Committee was also scheduled to hear from Foreign Minister Georg Georgiev, but the hearing was cancelled due to his absence.
