Pursuant to Article 99 (1) of the Constitution, Bulgarian President Rumen Radev will be handing a cabinet-forming mandate to a prime minister-designate of GERB-UDF as the largest parliamentary group at 9:00 a.m. on Monday.

At the early parliamentary elections on June 9, the GERB-UDF coalition won the largest number of legislative seats, 68, and has the right to the first attempt to put together a government.

Following consultations on government formation, held by the President, GERB leader Boyko Borissov said that his party will propose a minority cabinet. He also said that he would not be Prime Minister. It remains clear who will go to the President's Office Monday to accept the mandate.

Also, Borissov was adamant that a government can only be formed on the first mandate

If GERB ultimate decide to decline the mandate, or fail to form a government, the mandate will go to the second largest party in Parliament, the Movement for Rights and Freedoms. If the second mandate does not produce a government, the third - and last mandate - will be offered to a party chosen by the head of State.
