Sofia, December 21 (BTA) - The new incumbents have frozen social
payments to 14 social groups, which categorically confirms that
the Bulgarian Socialist Party (BSP) was right, when it decided
to stay in opposition, BSP leader Mihail Mikov said emerging
from a meeting of the BSP National Council. Besides, the
country's fiscal standing has sharply deteriorated and the
public debt has increased, he added.

He predicted an upcoming year of stagnation, which would
indisputably affect the economic and the social status of the
Bulgarian citizens. By amending the laws on the Interior
Ministry and on the National Audit Office, the incumbents
demonstrated their will for revenge and for taking control of
the structures of the Interior Ministry and the State Agency for
National Security, said Mikov.

All BSP proposals, related to the budget of the social security,
the National Health Insurance Fund and the national budget,
including BSP-Left Bulgaria ideas about finding revenues and
restructuring of the revenue part of the budget, were rejected,
the BSP leader also said.

Where there are not enough votes in support of the proposals of
the ruling majority, they secure the votes of the Movement for
Rights and Freedoms, Mikov continued. He explained that he
referred mostly to the progressive income taxation and the
decision to allow persons, born after 1959, to choose between a
private retirement insurance fund and the National Social
Security Institute.

At the beginning of the meeting Mikov handed certificates to the
graduates of the National Political Academy with the Dimiter
Blagoev National Political Institute. Twenty-three out of a
total of 32 trainees graduated successfully during the current
year.
