Sofia, October 9 (BTA) - The Right-wing Reformist Bloc will not
support a minority government. Reforms require a clear majority
in Parliament, Radan Kunev (Democrats for Strong Bulgaria)
Thursday said at a news conference of the Reformist Bloc
leaders. Only when there are guarantees for reforms will we
discuss who the prime minister and ministers in the new cabinet
will be, he explained.

According to the Right-wing coalition, Bulgaria's present state
requires the formation of a strong government with a clear
parliamentary support, clear priorities and readiness for
reforms in key sectors.

According to the Reformist Bloc, it is the job of the mandate
holder to provide majority in the National Assembly.

Asked whether the Reformist Bloc would back GERB if they do not
receive support for the judicial system reforms the Bloc
demands, Kunev said that it would not.

Also presented at the news conference was the Reformist Bloc's
position on the October 5 early general elections and the
forthcoming negotiations with GERB on the formation of a new
government.

Among the conditions that the Reformist Bloc will place during
the negotiations with GERB is the requirement for a clear
parliamentary support guaranteeing a stable parliamentary
majority in case the parties which supported the cabinet of
Plamen Oresharski do not participate, as well as readiness by
GERB to conclude a public and detailed political agreement on
the government's formation.

The Reformist Bloc also wants from GERB commitments and
schedules for reforms in the administration, justice system,
healthcare system, retirement system, and the energy sector;
continuation and acceleration of the reforms in education;
additional efforts in the fight against crime and corruption;
quick decisions for restoring the trust in the banking system;
and reforms in the Election Code. The Reformist Bloc insists on
measures for managing the demographic crisis and the problems of
the poor and depopulated areas.

The coalition will also insist on guarantees for an
unconditional European and Euro-Atlantic orientation, strict
observation of the EU standards for human rights protection, and
a stand against national populism, xenophobia and religious
fundamentalism.

The Reformist Bloc assesses its election results as a success.
Its position reads that the unity in the coalition is a
precondition for affirming the Bloc as a key political force
with a long-term prospect for development.
