The Dobrich Municipal Council on Wednesday adopted a declaration in connection with a cancelled referendum regarding investment intentions for the construction of wind power plants on the territory of the municipality.

The adopted declaration states that the purpose of the local referendum would have been to implement the right to vote and to direct the attention of state institutions to the establishment of clear legal rules for the construction of renewable energy sites on agricultural land. 

The adoption of the declaration comes after the Central Election Commission had canceled the decision of the Dobrich Election Commission to appoint members for the section election commissions, which made it impossible for the referendum regarding the construction of wind power plants to be held on October 27.

Some municipal councilors stated that the declaration is for advertising purposes only and means nothing. However, Mayor Sonia Georgieva on Wednesday said that the municipal councilors have a responsibility to the local community and must express a position. "Our firm opinion is that there should be a referendum. There was no explicit position to stop the decision of the Municipal Council in any of the court decisions. The institutions stopped the implementation of the referendum with their action and inaction. They stopped us for October 27, but that doesn't mean that there won't be a referendum," she emphasized.

Deputy Mayor Diko Ivanov called on each of the councilors to support the position of the residents of the municipality, who have declared themselves against the construction of wind power plants on agricultural land in the municipality. He also expressed confidence that voter turnout for the referendum will be over 50%.
