site.btaBudget Committee Approves Ratification Bill on Second Amendment to EC-Bulgaria Financing Agreement under Recovery and Resilience Facility


The parliamentary Budget and Finance Committee voted, 14-2 with one abstention, to approve a Bill on the Ratification of the Second Amendment to the Recovery and Resilience Facility Financing Agreement between the European Commission and Bulgaria.
Deputy Finance Minister Metodi Metodiev set forth the Council of Ministers' reasoning to the bill. Under the amendment, Bulgaria would receive an additional EUR 485,327,545, bringing the total EU grant support under the Recovery and Resilience Facility for this country to EUR 6,174,106,145.
The amendment to the agreement was approved by the Council of Ministers on August 13, 2025, as a basis for negotiations. It was signed in Brussels on August 18, 2025, on behalf of Bulgaria and on August 22, 2025, by the European Commission.
Asked by Martin Dimitrov MP of Continue the Change - Democratic Bulgaria whether the Finance Ministry had planned for revenue from the second and third payments under the National Recovery and Resilience Plan in 2025, Metodiev said the funds are expected within the current calendar year. The second payment request has already been submitted to the European Commission, while work on the third payment is ongoing. Of the 70 measures linked to the disbursement of funds, this country has completed 65 so far. "We are progressing at a very good pace," the Deputy Finance Minister added.
