A fair transition agreement will be drawn up and signed by the government with the unions by the end of September, the Council of Ministers press service reported late Tuesday. The document will reflect the agreement of the cabinet and the social partners on the perspective for the coal regions. 

The agreement will focus on the unions' demands for the creation of a coal regions conversion operator, the aim of which is to prepare the regions for the development of new economic activities. This goal will be to offer workers more confidence that they will not be out of work and that there will be another opportunity for them, alongside the development of an industrial park in which significant investment is expected. It is envisaged that funding will be provided through the Just Transition Fund. The Ministry of Energy is working on a concept for the establishment of the operator, which is expected to be ready by mid-October and will be advised with the European Commission.

After a meeting with a representative group of protesting miners and energy workers led by the President of the Confederation of Independent Trade Unions in Bulgaria, Plamen Dimitrov, and the President of the Podkrepa Confederation of Labour, Dimitar Manolov, Denkov shared his belief that dialogue between the government and social partners is key to restoring the public's confidence in the government.
