On February 8, 2005, the first computer program for an electronic municipality in Bulgaria was activated in Kardzhali. Every resident of the municipality, no matter where in the world they are geographically located, can access the full directory of the municipality's administrative services.

Here is how the BTA Home News Bulletin covered the story:

Bulgaria's First Electronic Municipality Programme Activated

Kardzhali, February 8, 2005 (BTA) The computer program for the first electronic municipality in Bulgaria was activated today, Mayor of Kardzhali Hasan Azis said. In practice, every resident of the municipality, no matter where in the world they are geographically located, can access the full directory of the municipality's administrative services, which so far number 142.

The electronic municipality has two websites, created in cooperation with the Internet Society company, Hasan Azis specified. Upon request, the document is submitted to the municipal information centre for processing. In the presence of an electronic signature, completed and displayed with an outgoing number, it can be returned to the addressee. The high cost of the electronic signature is currently an obstacle to using this possibility, experts say.

The activation of the program saves considerable money for residents of the municipality who are in the country and abroad, needing property documents, building permits, etc. A hotline number 6-55-49 is activated from today for detailed information on the use of the electronic municipality.
