"The price of electricity from the new nuclear capacities will become clear once the engineering contract is completed,” said Petyo Ivanov, Executive Director of NPP Kozloduy at a press conference after the signing of the engineering contract on Monday.
Regarding the price of the engineering contract, Energy Minister Vladimir Malinov said this is a commercial secret. However, he specified that the contract contains two elements - a fixed price for each of the participants in it, and a price that is based on the number of hours worked and time invested. "The approximate price is in the range of USD 350 to USD 370 million," Malinov said. According to Petyo Ivanov, this amount is within the estimated budget, and even in the process of negotiations better parameters were achieved from a financial point of view.
NPP Kozloduy New Builds has signed a contract with a consultant to carry out an environmental impact assessment for Unit 8, Ivanov said. By the end of 2025, the assessment itself will be completed and communication with stakeholders will start.
Asked about the sale of the equipment from the Belene NPP to Ukraine, the Minister said that the proceeds will be used for the implementation of units 7 and 8 of Kozloduy NPP. He said that about two weeks earlier he met his Ukrainian counterpart in Paris. Malinov added that on October 16 the National Electric Company and the Bulgarian Energy Holding sent the final proposal for the general conditions to the Ukrainian side. The Ukrainian Energy Minister told Malinov that Ukraine would need about a month to be able to finally secure the financing for the implementation of this deal and Ukraine's parliament will then have to approve it. "The only two conditions that need to be agreed are the price of the deal, which should not be lower than the one the National Assembly has set, and the payment terms," Malinov said.
According to the decision adopted by the National Assembly in July 2023, the sale price cannot be lower than what Bulgaria paid for the equipment - nearly BGN 1.2 billion.
