Commenting on the Cabinet rotation planned for March 6, Democratic Bulgaria co-leader Hristo Ivanov told Bulgarian National Radio on Sunday that the governance priorities after the rotation are more important than the balance in ministerial posts. He was referring to the dispute between GERB-UDF and Continue the Change-Democratic Bulgaria (CC-DB) over who should become Foreign Minister after the rotation.

The dispute over the Foreign Ministry is not a domestic issue but a legitimate structural interest to find the right balance in the rotational government. According to Ivanov, Prime Minister Nikolay Denkov of CC-DB and Foreign Minister Mariya Gabriel of GERB-UDF should themselves find a solution to the issue. 

"Whether we will go to early elections [over the dispute] depends on whether there will be a point in the difficult compromises we are doing for our participation in the country's governance. If we are responsible and mature political leaders, there is no reason to go to elections," he said. "Establishing the rule of law and Bulgaria being a fully sovereign country has its foreign policy dimensions. We should finalize our membership in the EU by entering the eurozone and Schengen and taking advantage of the EU membership's opportunities. We should exit the monitoring conditions, sanctions and top places in corruption rankings. Exiting that status requires that foreign policy relation as well," Ivanov argued.

To talk about the next edition of the rotational forum, it is important what commitments for reforms will be declared upon the rotation, he went on to say. For his party, the reforms of importance are: amendments to the Judicial System Act that finalize the judicial reform in the Constitution, a clear mechanism for filling the vacancies in regulatory bodies to prevent political plotting, and election of independent and convincing members of the Counter-Corruption Commission.
