Construction is not allowed within Zone A (a 500-metre-wide strip) from the eco-friendly tourism beaches of Irakli, Byala-Karadere and Koral under amendments to the Black Sea Coast Development Act which passed on second reading on Friday. The amendments were moved by MPs Kiril Petkov (Continue the Change - Democratic Bulgaria), Boyko Borissov (GERB-UDF) and Delyan Peevski (Movement for Rights and Freedoms).

The ban applies to the construction of buildings and facilities, including supplementary structures; the building of fences of any type, form, height and material on mobile white dunes, fixed grassy dunes and wooded dunes; the putting up of advertisements and decorations, and activities reshaping the existing landscape.

The ban does not apply to site amenities such as benches, lighting equipment, waste bins, movable toilets, fountains and signs as per the Black Sea Coastal Development Act; specialized activities at existing archaeological sites, exclusive of archaeological exploration; environmental studies; and the building of elements of technical infrastructure which are public state property or public municipal property.

Under the conclusively approved amendments, a person who destroys the integrity of, causes damage to, or levels out mobile white dunes, fixed grassy dunes or wooded dunes in Zone A, Zone B, or urbanized territories of population centres beyond Zone A, will be fined between BGN 10,000 and BGN 30,000 or will receive a pecuniary penalty of BGN 50,000 to BGN 100,000.

Petkov said the amendments will ensure the protection of dunes along Bulgaria's entire Black Sea coast, not just the three beaches named, which is a big step forward.
