An anaerobic installation for biodegradable waste has been built ahead of schedule in the northeastern city of Ruse. "The anaerobic installation is an extension of our efforts to improve the living environment in the region, and we hope that our fellow citizens will help improve waste management over time," Deputy Mayor Dimitar Nedev said at the project's closing press conference on Friday.

Nedev added that the new installation, the construction of which started in March, will help to reduce the amount paid by the Ruse Municipality for waste treatment to the Regional Environment and Water Inspectorate. He said that there has been an increase in this amount since 2012, adding that the charge for landfilling municipal waste has gone up more than six times per tonne. 

This is just the third anaerobic installation in Bulgaria. The main objective of the project is the construction and commissioning of the installation and ensuring separate biodegradable waste collection by the member municipalities of the Ruse Regional Waste Management Association. This will create additional capacity for recycling, which will result in a reduction in the total amount of landfilled waste, in line with the objectives of the Operative Programme Environment 2014-2020. After its construction, it will allow for an oxygen-free treatment of biodegradable waste, from which compost and methane for electricity and heat production are subsequently produced.

It transpired at the press conference that Ruse Municipality has won an appeal against a financial correction of over BGN 6 million imposed by the Managing Authority of the Operational Programme on the procedure for the selection of a contractor for the engineering for the construction of the anaerobic installation. The Supreme Court’s judgment confirms the judgment of the Ruse Administrative Court.

The project was financed by the Operational Programme Environment 2014-2020 (Priority Axis 2 "Waste"), co-financed by the European Regional Development Fund and national funds. The project’s lead beneficiary is Ruse Municipality. Its partners are the municipalities of Slivo Pole, Ivanovo, Tutrakan, and Vetovo, which are members of the Regional Waste Management Association.
