Speaking at the Party of European Socialists (PES) Congress in Berlin, former PES president Sergei Stanishev said that there should be "a European solution to the energy crisis". The European Council will hold a meeting on October 21, the European Commission will come forward with proposals and from then on, the decisions are in the hands of the leaders of the EU member states, he stressed, adding that time for decision-making is limited.
