Incomes Policy
Sofia, November 20 (BTA) - The Confederation of Independent
Trade Unions in Bulgaria (CITUB) is disappointed at the lack of
understanding that the flat income tax leads to deeper poverty,
the Confederation said in a press release Thursday, prompted by
Wednesday's defeat in Parliament of a bill on a switch from
flat-rate to progressive income taxation.
The CITUB argued that a new policy on incomes, taxes and social
insurance contributions is needed, along with new mechanisms for
fixing the minimum wage, wages in the public-financed sectors,
and incentives for industry-wide wage growth bargaining in the
enterprise sector.
The CITUB categorically insists that this new policy should
underlie the drafting of the 2015 State Budget Act. The
Confederation also wants its proposals to be taken into account
regarding the financing of education and culture, the Executive
Forest Agency, Irrigation Systems EAD, the Transport
Construction and Rehabilitation State Enterprise and other
