Draft Technical Specification for Web-Based E-Procurement Platform Submitted to Public Consultation
Sofia, July 7 (BTA) - The Public Procurement Agency has published for public consultation a draft Technical Specification for the creation of a single national electronic web-based public procurement platform, called E-Procurement Centralized Automated Information System (EPCAIS), the Finance Ministry said in a press release on Thursday.
The system will be mandatory for use by both public and sector contracting entities. The EPCAIS services will be available to users on a 24/7 basis.
The draft is based on the new Public Procurement Act. "Certain fundamental principles, like compatibility with universally accessible ICT products for common use and compliance with all requirements for interoperability with Bulgaria's e-government, will have to be applied in the creation and use of EPCAIS," the press release says.
