The Central Election Commission (CEC) announced on Tuesday the arrangements for video surveillance and video recording of the June 9 vote counting. There will be real-time video surveillance and video taping at all polling stations after the end of the polling day, except for polling stations with mobile ballot boxes, polling stations in medical institutions, nursing homes, prisons, social care institutions and polling stations outside the country.

The Council of Ministers will be in charge of the technical and logistical aspects of video surveillance and video recording. The devices to be used shall be provided to the constituency election commissions on the election day.

A recording of the counting and preparation of tally sheets must be available even when the online streaming has been interrupted for technical reasons.

The video camera shall be turned on by the head of the constituency election commission as soon as voting is over at the polling station and turned off after the tally sheets are signed by all commission members.

The Council of Ministers are required to ensure public access to a webpage other than that of the CEC, on which anybody anywhere in the country can observe (in picture and sound) the counting of the ballots and the drawing up of the tally sheets. 

The recordings shall be published in a place designated by decision of the CEC, and shall be available for viewing for a period of one year.

The data from the video recordings relating to the national elections shall be kept for a period of one year, and those for the EP elections - until the next elections.
