site.btaMPs Vote to Oblige Cabinet to Report on Implementation of All of Parliament's Decisions Related to Maritsa East Complex
MPs obliged the Council of Ministers to prepare a report on the implementation of the decisions of the National Assembly related to the future of the Maritsa East complex. The draft resolution was proposed by Vazrazhdane.
The resolution was supported by 152 votes in favour, zero against and three abstentions. Thus, the Council of Ministers is obliged to prepare and submit to the National Assembly a report on all planned, undertaken and implemented actions on the implementation of parliamentary decisions related to the future of the Maritsa East complex within ten days of the adoption of the decision.
The decision stipulates that, in order to improve coordination and monitoring of the implementation of the decisions of the National Assembly, the energy minister shall submit such a report every quarter.
The report should contain information on the decision of January 12, 2023 requiring the Council of Ministers to modify the Recovery and Resilience Plan (RSP) in its energy section. It is anticipated that the report will include all projects that have been developed and/or are in the process of being developed, together with all supporting documentation related to the Maritsa East site that is set as a condition of the renegotiation of the Recovery and Resilience Plan.
In addition, the report shall provide information on the steps taken by the Council of Ministers to prevent the long-term cessation of the operation and/or the limitation of the production capacity of the coal-fired thermal power plants of the Bulgarian Energy Holding group, as well as written information on the implementation of all the points of the agreement concluded on October 3 last year between the prime minister, government ministers, MPs and representatives of the trade unions in the energy sector.
The report shall contain information on actions taken or planned related to the establishment of a mechanism for early retirement of employees in the state-owned Maritsa-East Mines company and thermal power plants, as well as all documents prepared and related to the construction of photovoltaic systems and/or industrial parks on properties owned by Maritsa-East Mines EAD. The minister responsible should provide information in connection with the decision to provide funds to Maritsa East Mines EAD for a period of four years (2024-2028) to ensure technical reclamation of the disturbed areas of the East Maritsa Coal Basin.
