During its regular weekly meeting on Wednesday, the Bulgarian government has authorized the Economy and Industry Minister to sign a political declaration on behalf of the Republic of Bulgaria, committing the country to expand control over certain dual-use items and technologies. The declaration aims to broaden the scope of Annex I of Regulation (EU) 2021/821 of the European Parliament and the Council, which sets out the EU’s framework for export control, brokering, technical assistance, transit, and transfer of dual-use goods.

The declaration includes items and technologies approved under the Wassenaar Arrangement – an international export control regime – but not yet included in its Control Lists due to a block by one participating state.

The declaration will be sent via a diplomatic note from Bulgaria’s Foreign Minister to the French Ministry of Foreign Affairs, which serves as the official contact point.

The proposal was submitted by the Economy and Industry Minister in his capacity as Chair of the Interministerial Commission for Export Control and Non-Proliferation of Weapons of Mass Destruction, the competent authority for decisions regarding foreign trade transactions involving dual-use goods and technologies.
