Parliament Can and Should Work While Cabinet-forming Negotiations Take Place, President Says at Meeting with Vazrazhdane

While the negotiations on forming a regular government are underway, Parliament can and should work, President Rumen Radev said at the start of a meeting with representatives of Vazrazhdane here on Wednesday. The meeting was part of the head of State's consultations with the parliamentary forces, as required under the Constitution before the President starts handing cabinet-forming mandates.  

President Radev asked the Vazrazhdane representatives what are their conditions for being ready to join a regular cabinet and whether they can be part of the negotiation process to form a government with the first mandate. The head of State also asked Vazrazhdane how they assess the ability of the 51st National Assembly to work effectively and what they consider to be the most important decisions and bills that should be adopted urgently.

Radev has already held consultations with GERB-UDF and Continue the Change-Democratic Bulgaria.

Under the Constitution, after the consultations with all parliamentary groups, the President mandates the largest one to form a government. If the group fails to do so, he mandates the second largest one. If it also fails, the third exploratory mandate goes to a parliamentary group chosen by the President. Failure to form a regular government under the third mandate results in snap parliamentary elections.
