Continue the Change - Democratic Bulgaria (CC-DB) can attempt to receive and fulfill the third government-forming mandate only if it is established that there is readiness to form a broad programmatic majority around a package of anti-corruption reforms aimed at eliminating the "Peevski model" (named after one of the two chairpersons of the Movement for Rights and Freedoms Delyan Peevski), completing judicial reform and stabilizing the parliamentary republic, said Yes, Bulgaria's press centre after a meeting of the political formation's National Council on Monday. The statement was prompted by an idea of Yes, Bulgaria's partner in Democratic Bulgaria (DB) - Democrats for Strong Bulgaria (DSB), for a "technical cabinet with the third mandate if handed to CC-DB".

The National Council united around the decision to achieve a unified and lasting position of the CC-DB on the country's governance formula. Yes, Bulgaria is part of the Democratic Bulgaria (DB) coalition and the Continue the Change - Democratic Bulgaria (CC-DB) parliamentary group.

The Council proposed development of a plan to consult with other political parties for adoption of a National Assembly declaration called "For Strengthening the Parliamentary Republic through Continued Reforms."

This declaration should state that the political forces are committed to completing the judicial reform by adopting a new Judicial System Act, based on the principles in former justice minister Atanas Slavov's draft, and electing a parliamentary quota in the Supreme Judicial Council (SJC), the Supreme Prosecutorial Council (SPC) and the composition of the Inspectorate of the SJC (ISCJ), free from unregulated influences and suitable to reform and clean the judiciary from corruption. "If, on the basis of this declaration, a majority for reforms is established, a negotiation plan should be adopted and announced for an agreement on the election of a cabinet with a limited mandate (focusing only on the implementation of the above reforms) and for a limited period (9-12 months), whose tasks include the continuation of Bulgaria's European integration and the consolidation of our geopolitical orientation," Yes, Bulgaria's press centre said.

Yes Bulgaria also wants reform of the security services to remove unregulated influences on them and introduce effective democratic control, as well as reform of the Electoral Code and the Political Parties Act to strengthen confidence in the electoral process.
