site.btaParliament Debates No-Confidence Motion in Government

October 19 (BTA) - Parliament on Friday is debating a
motion of no-confidence in the government of Boyko Borissov
moved by the Bulgarian Socialist Party (BSP) over its failure in
 healthcare.

While presenting the reasons for the vote, BSP for Bulgaria
Floor Leader Kornelia Ninova said that her group is seeking the
resignation of the Borissov government over the outrage in
healthcare.

Ninova said that Borissov has governed Bulgaria for the past ten
 years during which time he has replaced nine health ministers
and eight governors of the National Health Insurance Fund.

The socialist leader said that healthcare expenditures have
increased steadily and today they stand at nearly 9 million
leva, but of these 4 millions are paid out of the pockets of all
 Bulgarians, which is a violation of the right to free
healthcare enshrined in the Constitution. As a result of this,
healthcare is no longer accessible.

Ninova said that the BSP is urging the government's resignation
over its medicines policy, shortage of medical professionals and
 the reform in healthcare proposed by the government. She said
that the draft unveiled by the incumbent has no sectoral
policies but a mechanism to increase revenues through burdening
the Bulgarian citizens with extra contributions.

The socialist leader said that there is an alternative, which
includes the deregistritation of hospitals as commercial
entities, detailed pricing of medical services, a regions-based
system, a differentiated VAT rate on medicines and medical
supplies and no demonopolization of the National Health
Insurance Fund.

Volya said they won't participate in a useless vote of
no-confidence when people needed solutions and not obvious
