VMRO Calls for Scrapping Summary Proceedings
for Serious Crimes, Urges Chemical Castration of
Sex Offenders


Sofia, August 18 (BTA) - The VMRO party is seeking the abolition of summary proceedings, which lead to a reduction in convictions for serious crimes and urges introduction of chemical castration for sex offenders. They put out their position after a recent brutal murder of a 7-year-old girl in a south-central Bulgarian village.

A 21-year-old local man has been arrested and charged for the rape and murder of the child. He has a police record for mollestation and theft.

VMRO are preparing changes to the Criminal Code in this regard and are adamant that summary proceedings, which reduce sentences by up to a third, should be dropped, especially in when it comes to serious crimes as this "only leads to regression in criminals who, after 10 years in jail, find themselves on the streets and start raping and killing again".

They insist that the right to justifiable self-defence needs to be expanded and implemented in criminal law as quickly as possible.

Also, they are preparing to launch a debate on the introduction of chemical castration for rape, fornication and other sexual abuse cases.

"At the risk of being slammed by the liberals and human rights activists of the NGO sector, we will not back down from our demands, which we have stood for for years and which we believe Bulgarian society has matured for," said VMRO, noting that VMRO leader and Defense Minister Krassimir Karakachanov's concept for integrating unsocialized communities is very relevant in this light. "Marginalization has no ethnicity, race or skin colour. Its language is universal and it has to do with a denial of order, values and morals, accompanied by inexplicable cruelty and violence," added VMRO. LN/DT
