60/40 State Funding Scheme


Sofia, April 2 (BTA) - An online poll conducted by the Bulgarian Industrial Association (BIA) shows that not more than 8 per cent of employers will resort to 60/40 state funding scheme. Most of them (44 per cent) have a staff of up to 10. Fifty-five per cent operate in the sphere of services, 35 per cent operate in trade and 10 per cent in industry. Forty-eight per cent of those willing to resort to the measure operate part-time under company orders, 37 per cent have ceased operation entirely after the order of the Minister of Health and another 15 per cent have stopped working with orders of the relevant employer in relation to the state of the market, BIA said Thursday.

The result comes from an express online BIA poll related to the readiness of companies to avail themselves of the COVID-19 related measure. The poll was conducted between March 31 and April 1 among 759 employer respondents of a total of 795 contacted.

The employers who will not resort to the measure are planning their steps in relation to their staff, mostly (42 per cent) planning partial lay-offs. A total of 48 per cent of the employers will apply paid or unpaid leave of staff and 12 per cent plan salary cuts. Up to 7 per cent of employers will resort to total lay-offs or to delaying payment of salaries, 10 per cent still have not decided what concrete measures they will apply. The addition of percentages exceeds 100 as the interviewees have given more than one answer.

Compared data to 100 per cent show that 33 per cent will lay off part of the staff, 21 per cent will let them go on leave, 17 per cent will let some go on leave, 10 per cent will reduce salaries temporarily, 8 per cent have not decided what to do yet, 6 per cent will delay salary payments and 5 per cent will fire the entire staff./NV/BR
