Sofia, April 27 (BTA) - After on July 17, 2019 French-German consortium SOF Connect was selected to operate Sofia Airport in the next 35 years, the four rejected bidders in the concession award procedure appealed the selection decision. A sitting of the Supreme Administrative Court on the appeal proceeding is scheduled to be held on May 7.

SOF Connect is a consortium with Meridiam Eastern Europe Investments SAS and Strabag, with Munich Airport as airport operator.

The four rejected bidders are a consortium between Airport de Paris and TAV, Fraport, Manchester Airport and a Chinese partner, and SSB with operator Copenhagen Airport.

Before the court sitting, the Transport, IT and Communications Ministry has conducted an unofficial survey, cited in Capital.bg, whether the participants in the concession procedure confirm their bids. One of the bidders did not confirm their offer and according to Capital.bg this most probably is the consortium between SSB and Copenhagen Airport.

Capital.bg quotes Munich Airport CFO Thomas Weyer as telling the outlet that the position and interest of Munich Airport in Sofia Airport have not changed at all. The official says that Munich Airport will provide all its expertise in running and managing airports and development of destinations. In Weyer's words, preparations started earlier this year for a transition period which will commence immediately after the award of the concession is confirmed by the court.

Weyer says that an ad-hoc working group regularly makes assessments and prioritizes the actions and is in close contact with all concerned parties, institutions and local powers. Some construction projects on the parking lot have been postponed, as well as a new corporate headquarters and a new budget-oriented hotel. Unnecessary infrastructure has been temporarily closed, such as auxiliary facilities at Terminal 2, so that parking spaces for more than 100 aircraft have been provided.

Meridiam Spokesman for Sofia Airport Stephan Wehrmann tells Capital.bg that they confirm their interest. Also, in line with the bidding procedure and on request of the Transport, IT and Communications Ministry, SOF Connect has already extended the validity of its offer. Wehrmann does not think the concession agreement needs to be amended, despite the crisis which is unprecedented for the aviation sector. Wehrmann says that the existing clauses in the agreement provide an option for settling all consequences from the crisis. In any case, if the court rejects all appeals and thus upholds the decision on selecting SOF Connect, the consortium will work for smooth and problem-free finalization of the procedure on signing the concession agreement within the relevant deadlines, Wehrmann says.
