Sofia, April 15 (BTA) - Bulgarian Prime Minister Boyko Borissov
has tendered his Cabinet's resignation to the new Parliament.
The resignation was announced by MP Mika Zaykova on Thursday at
the inaugural plenary sitting of the legislature, which she
presided as the oldest lawmaker.

Zaykova criticized Borissov for resigning in a letter to the
National Assembly Registry, and noted that he was either
"ashamed of or disparaging to Parliament" as he did not appear
in person in the debating chamber. "After all, we are a
parliamentary republic," she said.

In fact, all members of the Council of Ministers except four
(Culture Minister Boil Banov, Environment Minister Emil
Dimitrov, Tourism Minister Mariyana Nikolova, and Defence
Minister Krassimir Karakachanov) were present in the chamber -
as part of the GERB parliamentary group, as they were elected to
 Parliament on April 4. Borissov himself was also elected, but
he gave up his seat even before being sworn in.   

Under the Constitution, the Cabinet headed by Borissov will
continue to discharge its duties until a new Council of
Ministers is elected and will ensure continuity in government.

Also on Thursday, at its first meeting, the Presiding Body of
the 45th National Assembly decided to invite outgoing Prime
Minister Borissov to Friday's plenary sitting for a hearing on
the National Recovery and Resilience Plan. The motion for the
hearing came from the There Is Such a People parliamentary
group.

Later in the day, the outgoing Prime Minister told an
extraordinary meeting of the Cabinet that he will be on leave
from Friday. Deputy Prime Minister Tomislav Donchev will step in
 for Borissov, the Government Information Service reported.

Borissov explained his decision with the need to work hard on
the formation of a new government, which GERB will propose after
 they receive a mandate.

Borissov also said that the National Recovery and Resilience
Plan will be tabled in Parliament on Friday so that the MPs can
decide whether to adopt it or not. "If they want to, let them
adopt it and build on it. Let them make a new plan, if they want
 to," he noted.
