The European Court of Human Rights (ECHR) has ruled on more than 39,600 complaints in 2022, Court President Siofra O'Leary announced on Thursday at a press conference to open the judicial year, where she reviewed the institution's activities and presented statistics for last year.  

O'Leary said that with nearly 70,150 appeals pending at the end of 2021, the number of pending appeals rose to 74,650 at the end of last year, with 74% of them involving five countries (Turkiye, followed by Russia, Ukraine, Romania and Italy).

There are 539 complaints pending against Bulgaria in 2022, roughly the same number as in 2021, according to the court's annual report published on its website.

In 2022, the ECHR ruled on 62 cases against Bulgaria. In 25 of them, the ECHR has issued judgments finding a violation. In 2 cases, the Court concluded that there were no violations of the Convention. Decisions of inadmissibility on various grounds have been pronounced in 20 cases. Amicable settlements were reached in 10 cases and unilateral declarations were made by the state in 5 cases. By comparison, in 2021 the ECHR judgments against Bulgaria totalled 60, of which 35 were convictions.

Statistical information from the Court's Secretariat for 2022 shows that the ten member states with the most convictions are Russia, Ukraine, Turkiye, Romania, Moldova, Poland, Hungary, Croatia and Italy, with which Bulgaria shares the ninth place.
