Sofia, July 21 (BTA) - Caretaker Prime Minister Stefan Yanev
commented here on Wednesday that the new government should be
based on priorities and programmes, on what matters most to the
Bulgarians for the future. He expressed hope that a viable
cabinet would be formed in the foreseeable future because this
is what all Bulgarians need.

Yanev was in Parliament for its inaugural sitting.

The proper order is to start with a programme, a coalition and
clear consentual priorities, and then go on to a discussion of
individuals, which can take any direction, Yanev said,
commenting on an option for caretaker ministers to be included
in the regular government.

The Prime Minister sees a lot of common ground between the
priorities of the caretaker cabinet and most of the parties'
declared intentions. These include curbing the nontransparent
spending of public funds, reforms in health care and education,
and upgrading the productivity and technological capability of
business to increase value added.

Commenting on statements about the need of judicial reform,
Yanev said it is something all Bulgarians expect and it is no
accident that almost every year "we are not surprised by the
European Commission's critical reports". NV/DD
