Sofia, February 7 (BTA) - The General Assembly of the Bulgarian Academy of Sciences (BAS) expresses its indignation at the amount of the budget subsidy provided for the Academy for 2022. This political decision ranks scientists working at BAS last in the system of education and science in the country, says a declaration by the Seventh General Assembly of the Bulgarian Academy of Sciences on the planned budget subsidy for 2022, the press centre of the Academy said on Monday.

Ministerial Decree 371 of 17 December 2020 set a minimum monthly salary of 1,300 leva for the lowest academic position "teaching assistant" in public universities. For comparison, the minimum salary of an assistant at the Bulgarian Academy of Sciences in 2021 is 946 leva, i.e. 72 per cent of the remuneration of a colleague in the same position in a state higher school. Moreover, the basic salary of a professor at the Bulgarian Academy of Sciences is lower than the basic salary of an assistant at a state higher school, the declaration states.

The document points out that discrimination against the Academy continues in the planned budget subsidy for 2022, which will once again demotivate young people to choose a career in BAS. Young people do not want to pursue one of the most difficult careers and after 15-20 years of hard work to receive below the average salary for the country.

BAS invariably supports the state with its expert capacity: it maintains 14 monitoring networks related to the seismic situation, the state of the ionosphere and the radiation background, the Black Sea, etc .; participates in national and international expert bodies with the preparation of strategic documents and expert opinions. BAS is an integral part of solving society's problems, especially in crisis situations. A clear example of this is the participation of key experts from the Bulgarian Academy of Sciences in overcoming the current crisis with COVID-19.

"The Academy has a key role in the implementation of national research programmes, the National Roadmap for scientific infrastructures, in the implementation of Centres of Excellence and Centres of Competence, where BAS successfully partners with universities. These are long-term strategic sites. However, due to the systematic underfunding of human resources, there is a real danger that they will be left without researchers and without engineering staff, i.e. without the creators of science and ideas!'' reads the declaration and urges authorities for urgent dialogue before the scientists from the Bulgarian Academy of Sciences take long-term effective protest actions.
