Sofia, July 30 (BTA) -  The Movement for Rights and Freedoms (MRF) declined a mandate for forming a government within the 42nd National Assembly, which President Rosen Plevneliev handed to MRF leader Lyutvi Mestan on Wednesday.

Last week GERB and the Bulgarian Socialist Party also returned the mandate with the motive that it is impossible to form a government within the incumbent Parliament.

The constitution-envisaged procedure for forming a government has been exhausted with the MRF act and now the President is empowered to appoint a caretaker cabinet. Parliament is expected to disband on August 6 and elections are to be held on October 5.

Mestan said that the possibilities for having a government have been exhausted within the incumbent Parliament and that the early elections are the shortest way to political stability.
