ABV's Ivaylo Kalfin: All Efforts Should Focus on Compiling New Bulgarian Government

Sofia, October 31 (BTA) - All efforts should be focused on
compiling a new government in Bulgaria, the Floor Leader of the
ABV leftist parliamentary group, Ivaylo Kalfin, said Friday,
emerging from consultations with President Rosen Plevneliev.

The head of State Friday launched the constitutional procedure
and began consultations with the parliamentary political forces.
After that he will present the mandate to the largest
parliamentary group.

New extraordinary parliamentary elections show that the
politicians cannot cope with the task the voters have set them
and sending them to a repeat examination in the middle of the
winter is the most irresponsible attitude possible, Kalfin said.
There should be a government, a stability in government, then
both opposition and incumbent should come to an agreement on at
least some important national issues and we are ready to do
that, he noted.

The responsibility of the future government will be borne by
GERB which is making efforts in this respect, Kalfin said. He
reiterated ABV's position to support concrete policies, in spite
of differences related to tax, social policy and the
commitments undertaken to the people who voted for ABV. There is
no way ABV can be part of a government which does not reflect
their basic themes.

Taking a question about the presence of former president Georgi
Purvanov in the list of holders of deposits in the troubled
Corporate Commercial Bank (Corpbank), Kalfin explained this is
yet another one of the lies spread by the media to distract
attention from the grave problem with Corpbank. The problem with
Corpbank is related not so much to the future of this
institution but to that it is a lesson how a problem on
instability of a financial institution in the State should not
be managed, the ABV Floor Leader said.

ABV will insist on a maximum degree of accessible information
about what happened to Corpbank, why conservators had to be
appointed, what has happened in the four months after their
appointment, where the funds have gone and how this enormous
capital "hole" has appeared. These are matters to which the
answers have to be found and ABV will insist that this be done
under the control of the European banking authority, Kalfin
said.

The consultations with the Ataka party, planned for Friday, were
not held as its representatives did not respond to the
invitation of the President. On Thursday, Ataka leader Volen
Siderov commented that he sees no logic to attend consultations
with the President because the latter is obliged to give the
mandate to the largest party in Parliament first by
Constitution.

President Rosen Plevneliev's consultations which began Friday
will continue on November 3 with representatives of the
Bulgarian Democratic Centre (in mid-morning) and the Patriotic
Front (after noon), the presidential press secretariat said.

The President and the relevant political parties will discuss
pressing tasks and reforms on the agenda, as well as the
priorities of the 43rd National Assembly.

According to the requirements of Article 99 (1) of the
Constitution, the President holds consultations with the
political forces represented in Parliament before handing the
mandate to the prime minister designate from the largest
group.
