Incessant Heavy Rains in Southeastern Bulgaria Close Roads,
Flood Streets, Yards; State of Disaster Declared in Northwestern
Bulgaria Due to Frost, Icing


Sofia, December 4 (BTA) - Incessant heavy rains have flooded
roads, streets and yards in Southeastern Bulgaria. Floodings are
reported in the regions of Bourgas, Sliven, Yambol and Haskovo.
The Port of Bourgas is closed due to strong wind.

The Kapitan Andreevo-Kapikule border checkpoint to Turkey was
flooded and is closed for traffic. Drivers are instructed to use
the Lessovo-Hamzabeyli border checkpoint.

Meanwhile, frost and icing have blocked Northwestern Bulgaria. A
state of disaster has been declared in some population centres.
Twenty-five population centres in the Vidin Region are without
power.

Deputy Prime Minister Tomislav Donchev, who acts as Prime
Minister in the absence of Boyko Borissov who is on a working
visit to Brussels, has ordered cabinet ministers to go to the
worst-hit areas, the government's information service said.
Borissov is in constant contact with Donchev.

On Donchev's orders, the regions of Bourgas, Yambol, Haskovo,
Sliven and Vidin
have begun to implement measures under a national disaster
protection plan.

Donchev said that no casualties have been reported but there are
damages.

Donchev recalled that an extra 50 million leva were allocated
mid-year to mitigate the effects of the floodings, but that
damages exceeded by far the allocation and that local
authorities have not received the compensation they had asked
for. Donchev said that Bulgaria will receive extra money from
the EU Solidarity Fund but it will be less than what the country
has requested in compensation.

The central operative task force of the Chief Directorate for
Fire Safety and Protection of the Population has been called in
connection to the complex situation in Vidin, Bourgas, Sliven,
Yambol and Haskovo.

After forecasts about torrential rains, the Environment Ministry
has set up a taskforce to deal with the high waters that are
expected across the country.

By December 4 2014, the Environment Ministry was notified by the
National Electric Company about an upcoming high wave down the
Arda River through Kurdzhali, Studen Kladenets, and Ivailovgrad
dams near Kurdzhali and Alexander Stamboliiyski dam near
