Ways Will Be Sought to Raise The Incomes of Disabled -  Social Minister Kalfin

Sofia, July 14 (BTA) - The disability welfare of people of
working capacity age will not be suspended, rather ways will be
sought to raise their income through participation on the labour
 market, Labour and Social Policy Minister Ivailo Kalfin
commented before journalists Tuesday.
 
Kalfin hosted a working breakfast with the ambassadors of EU
Member States at Sofia Hotel Balkan.
 
In his opinion, subsidized programmes are not a good idea for
work of people with disabilities and shared cost solutions
should be sought, with part of the salaries funded by the state
and another part - by the employers.
 
The ambassadors encouraged Kalfin about the pension reform and
said the ongoing change in the parameters of the pension system
is absolutely obligatory. The diplomats are following with
interest what is happening with the second pillar as Kalfin said
 there are EU state member funds on the financial market.
 
As to the idea to divide the second pillar into two categories -
 of people with a larger period of insurance and such with a
smaller one, the former being given the choice where their
pensions are and the latter - not, Kalfin said he had heard of
it but he thinks this will complicate things additionally.
 
The conditions for investing in the second pillar are yet to be
discussed. Both the pension companies and the Reformist Bloc
want the ratio between the pensions from the National Social
Security Institute and those from the private pension funds to
be calculated in a different way, the private pension funds
bearing a smaller load than the current one.
 
Commenting on the request of the Bulgarian Socialist Party to
"defrost" social payments, Kalfin said that the more payments
are related to the minimum wage the more difficult it will be
for that to increase. Kalfin affirmed he is one of those who
insist that minimum wage increases - and increases
quickly.
