National Security Council Urges Government to Propose Measures to Streamline Security Agencies


Sofia, November 10 (BTA) - The Consultative Council on National Security (CCNS) on Tuesday recommended to the Council of Ministers to propose measures for streamlining the security agencies and improving their capabilities in accordance with a changing security environment.

The recommendation is contained in a CCNS position paper which was unveiled by President Rosen Plevneliev after CCNS met earlier in the day to discuss changes in the geostrategic security environment and the resulting risks and threats to national security.

CCNS suggested that the Council on Security functioning under the Council of Ministers should adopt an action plan to address the massive refugee and migration wave, noting that the plan should be supported financially and technically. The main priority is the efficient protection of the national border, it said.

Plevneliev described the CCNS meeting as successful. The meeting made decisions by consensus, with the nationalist Ataka party expressing reservations, he said. The President expressed his conviction that security institutions have received a clear message of unity and support.

According to the CCNS position paper, the most immediate risk confronting Bulgaria is the risk of a continuing or even growing migratory flow to and via the country. The situation may deteriorate if the EU remains unable to protect its external borders efficiently, work out common rules for a fair solution to the migration problem and help address the root causes of the migration crisis in a lasting way, the document says.

It further states that the Interior Ministry has drawn up and is implementing necessary plans and comprehensive measures to protect the national border from people who want to cross it illegally, but it is now important to speed up the implementation of these measures. Law enforcement institutions are called upon to suppress human trafficking operations as a matter of priority.
