Bulgarian Democratic Centre - National Union Would Support Expert Cabinet

Sofia, November 23 (BTA) - The Bulgarian Democratic Centre - National Union (BDC-NU) would support an expert government, but this can happen only if all parliamentary forces want it, BDC-NU Co-floor Leader Roumen Yonchev said, emerging from consultations with President Rosen Plevneliev here on Wednesday.

BDC-NU do not see a political will to elect a new government within the incumbent Parliament and, in their opinion, the only option left is for a kind of programmatic cabinet to run the country in the transition period between the Plevneliev and the Radev presidencies and to prepare the Bulgarian Presidency of the Council of the EU.

Yonchev endorses the idea to convene the Consultative Council on National Security as the appropriate venue where it should ultimately be decided whether to have an expert government or to schedule early parliamentary elections.

BDC-NU do not think that the expert government should include politicians: this should be a cabinet of experts, implementing a definite programme and carrying out tasks which will be set to it for a term of one year or until the political forces agree, Yonchev went on to say.

Asked whether they would support the Patriotic Front's efforts to form an expert cabinet, Yonchev said that it is logical that the third mandate should go to them, adding that such a cabinet can only be produced by the concerted efforts of all parliamentary groups. In his opinion, this is the last chance of the present Parliament. Unless it is taken, the most suitable date for early elections is the autumn of 2017.

MP Rosen Petrov appealed for realism. He believes that, given the position declared by the principal parliamentary groups: GERB, BSP-Left Bulgaria and the Movement for Rights and Freedoms, the likeliest outcome is early parliamentary elections at the beginning of spring.

BDC-NU see a need to start consultations with independent experts, constitutionalists, with all political forces on amendments to election legislation, the group's Co-floor Leader Krassimira Kovachka said. She said that they support the formation of a programmatic cabinet to give Parliament time to consider the matter.
