Sofia, July 12 (BTA) - Parliament Thursday passed conclusively amendments to the Integration of People with Disabilities Act to ensure the regular payment of integration allowances.

In June the Supreme Administrative Court revoked provisions of the implementing regulations of the law which tie the monthly integration allowances to the guaranteed minimum income (75 leva/month in 2018). The court argued that the amount of the monthly allowance should be differentiated according to the individual needs of the beneficiary concerned.

The amendments ensure that the amount of the different monthly allowances is according to the extent of the reduced working capacity of people with permanent disabilities. The amounts will continue to be determined as a percentage of the guaranteed minimum income.

The monthly allowance for social integration of people with reduced working capacity of 50 per cent and more, and for people with reduced working capacity of more than 90 per cent who need a carer is determined at 20 per cent of the guaranteed minimum income. The allowance for people with 71 per cent and more reduced working capacity is set at 15 per cent of the guaranteed minimum income.

Persons certified as needing a carer are entitled to an allowance to cover the costs of one such person, to the amount of three times the guaranteed minimum income, but no more than the costs actually incurred, as per presented documents.

The monthly allowance for dietary requirements and drugs is set at 15 per cent of the guaranteed minimum income.
