Sofia, August 13 (BTA) - An NGO calls for dramatic job cuts in the state administration. Dimiter Dimitrov of the Citizens for Sustainable Development told a news conference here Monday that the government departments are not manned by experts but only by members of political offices.

The organization calls on the Prime Minister to come up with a concept for development of the state administration in the next 30 years, to reduce dramatically the size of the administrative units and their staff.

Citizens for Sustainable Development insist that the 483 jobs at the central government should be reduced to 183. The people who are made redundant are perfectly fit to be hired in the industry and agriculture, said Dimitrov.

The organization also calls for a thorough change of the Local Self-Government Act and a new Constitution. The municipal councils should be open to the public and free of politicians. All state property should be transferred to the municipality where they are situated. Thus, for example, Sofia will get Sofia Airport and the Air Traffic Control Authority.

The way taxes are distributed needs a thorough change as well, to make sure most of the proceeds stay in the municipality with only 10 per cent for the state budget. RQ/LN
