January 18 (BTA) - The entry into force of amendments to
an ordinance concerning cash registers and sales software should
 be postponed for all businesses until the end of 2019, because
it could cause a collapse of the Bulgarian economy, said Yasen
Tanev, founder of the Bulgarian Association for Business
Software Development (BABSD), speaking at a BTA-hosted press
conference on Friday.

The changes in the ordinance require that all VAT-registered
companies begin replacing their cash registers and sales
management software. In its present form, the ordinance is to be
 introduced gradually from the beginning of April until the end
of 2019.

Transport companies, which will be affected by the new
requirements, mull holding a protest rally on February 18, said
Tanev.

"The ordinance will not lead a decrease in the gray economy,"
said Pavlin Petrov, co-chairman of the Bulgarian Association of
Eating and Drinking Establishments. "The businesses that did not
 have cash registers up to now will not get them in the future,"
 he pointed out

"Businesses working transparently are taxed on licenses and
permits, but the ones working illegally are not regulated in any
 way," said Magdalena Miltenova, chairman of the Branch Union
for Economic Initiative in Transport. She pointed out that
private buses are now suspended from business for two weeks if
the driver does not issue a ticket to a passenger, but the same
measure does not apply to public transport buses, even though
there are passengers traveling without tickets there too.

"Paying between 200 and 500 leva for new cash registers is not
the issue, but more so the fact that the sales management
software and business processes are required to change. In the
case of small stores, the cash register and the computer can
both be replaced easily, but medium and large companies with
complex sales structures will face difficulties," Tanev said,
