Sofia, March 21 (BTA) - Out of 579 recommendations made by the Bulgarian National Audit Office (BNAO) in 2018 to audited entities for improving their performance, 381 were complied with, 57 were not, 62 were complied with partially, and 72 are in process of implementation, the Audit Office said on Thursday. A total of 43 checks were made on compliance with recommendations following BNAO audits, an analysis of the number of checks and compliance with the recommendations in 2018 shows.

The analysis found a 6 per cent increase in compliance with recommendations in 2018 compared to 2017. In addition, non-compliance with recommendations declined by 4 per cent.

Nearly half of the recommendations that were not followed were about financial management. Most of them were related to the adoption of new, or revisions of internal acts, including acts adopted by municipal council. Recommendations for improved budget performance, especially revenue performance, for property management, rentals, management of contract execution, risk assessment and public procurement were not met.

BNAO notifies the National Assembly, the Council of Ministers or the municipal council to take steps in cases where the recommendations were not met, were met in part or are in process of being applied. Reports about 20 conducted audits were sent to Parliament (one report), the Council of Ministers (ten reports), the Education and Science Minister (one report), and one each to the municipalities of Sofia, Byala, Dimovo, Zavet, Zlataritsa, Medkovets, Popovo and Turgovishte.

Just as in the previous two years, no further action was taken by the notified authorities to fulfil the recommendations. Those authorities did not notify the Audit Office about the action they took and information about further steps was received in just one case.

Seven decisions on second audits on the implementation of recommendations were made in 2018, two of which have already been made.

Two more second audits were made in January 2019, following an audit into the contribution of Horizon 2020 to achieving the goals of the National Development Programme Bulgaria 2020 and the National Strategic Documents between January 1, 2013 and December 31, 2015, and an audit of Sofia Airport.

BNAO conducted an unprecedented third audit of the fulfilment of recommendations contained in an audit report on the agreement awarding a concession for gold-copper-pyrite ore mining at Chelopech, Sofia Region, to Dundee Precious Metals Chelopech EAD for the period between January 1, 2011 and December 31, 2013.
