Protest Against
New Bonus-Malus System

Sofia, November 28 (BTA) - The newly-proposed bonus-malus system in motor third party liablity insurance encourages parasitic profit and corruption. The Bulgarian Association of Motorists, the Confederation of Bus Carriers and the Union of Driving Instructors rallied around the idea at a BTA-hosted news conference on Thursday.

Under the draft, which has been uploaded at the website of the Financial Supervision Commission, motorists will be penalized for traffic violations grouped into seven categories, each carrying a set number of penal points.

The branch suggests that the bonus malus system should only be linked to the insurance claim history and not to traffic violations. The branch organizations said that if the draft is adopted as it is, they will stop training drivers and will stage protests.

Magdalena Miltenova of the Association of Bus Carriers said that the law is lobbyist and benefits the insurance companies. According to her, Bulgaria is the only European country which links the bonus-malus system with traffic violations too.

Hristo Radkov of the Bulgarian Association of Motorists said that two to three speeding violations will push up the monthly insurance premium for a family car by 100 leva and for haulage companies with at least 10 trucks by 3,900 leva. RI/PP
