December 9 (BTA) - Bulgarian Finance Minister Vladislav
Goranov, Labour and Social Policy Minister Denitsa Sacheva and
Confederation of Independent Trade Unions in Bulgaria (CITUB)
President Plamen Dimitrov discussed ways to curb undeclared work
 at a forum here on Monday.

Addressing the event, Goranov said that in the summer of 2018
the Government launched a debate on a complete coverage of
turnovers in all economic spheres by the revenue
administrations. The idea is to prevent the possibility of
generating grey turnovers, the Finance Minister specified.

Sacheva said that at 15.9 per cent, the share of persons doing
undeclared work in Bulgaria is less than the EU average of 16.3
per cent. She argued that efforts to contain the grey economy
should focus on identifying the real causes, one of which is
"tax immorality". The Labour Minister admitted that in some
situations undeclared work is a rational choice. She pointed to
the need to address the issue by legislative revisions.

Dimitrov noted that, judging from the Business to the Rules
Composite Index, the share of the grey economy in Bulgaria has
been decreasing over the last ten years but still exceeds 20 per
 cent. This means that more than 25 billion leva evade taxation,
 which distorts economic, social and political life. CITUB
proposes amendments to the Labour Code, the Public Procurement
Act and other statutory instruments.

Monday's event wrapped up a two-year project entitled "Active
civil participation for prevention and restriction of the
undeclared employment in Bulgaria", which was implemented by the
 CITUB on financing provided under Operational Programme Good
