site.btaPM Borissov: Draft Legislation on Anti-Epidemic Measures in the Works

May 3 (BTA) - Prime Minister Boyko Borissov said on Sunday that a draft law on lifting the state of emergency was being prepared and would be ready by Monday. Epidemic control measures will become part of one or two acts of Parliament. He gave a news conference after cabinet ministers and the national coronavirus task force discussed measures against the COVID-19 crisis.

Transport, IT and Communications Minister Rossen Jeliazkov commented that the law regulating the measures and actions during the state of emergency, which ends on May 13, will be replaced by a new law encompassing all measures that give rise to rights. Any restrictions which will be part of everyday life will be regulated on the basis of recommendations by the task force and orders issued by the Health Minister.

Borissov also said that on the afternoon of May 6 the government would lift the checkpoints enforcing a ban on travel between the regional capitals without justifiable reason.

Driving schools will resume business. Masks, gloves and physical distancing must be ensured during training and exams in all transport sectors.

People will be able to practice individual outdoor sports (though not to participate in competitions) and swimming pools will re-open.

Restaurants with outdoor seating will be able to re-open after physical distancing is ensured. The Chief Health Inspector, Dr Angel Kounchev, said the regional health inspectorates and the Food Safety Agency would issue guidance for open-air restaurants and check compliance at each outlet.

Prof Ventsislav Moutafchiiski, head of the national task force, said that restrictions are being eased on the premise that social distancing, disinfection and the use of protective equipment by the staff will remain in place. Staff should be trained to work in the new situation.

Health Minister Kiril Ananiev commented on the first two deaths of doctors from COVID-19 in Bulgaria, saying that health workers must comply strictly with the protective measures established in Bulgaria and the world.

On Tuesday, the Council of the government coalition will discuss more measures, including the re-opening of guest houses. RI/DD
