Cabinet Should Be Formed Already on First Mandate - Bulgaria without Censorship Leader
Sofia, October 6 (BTA) - "The Bulgarian without Censorship (BwC)
coalition has entered Parliament and we should be complied
with," BwC leader Nikolay Barekov told a news conference on
Monday. The people expect a governance based on broad consensus,
he observed. According to Barekov, there is no winner in the
Sunday elections bit only big losers and small winners.
Barekov said that a cabinet should be formed already on the
first mandate. "We are in favour of a broad, pro-European
majority in Parliament with a clear political responsibility and
a clear support by groups. Each one of the eight groups in
Parliament should decide whether to participate in this format
but this does not mean that each group should have ministers. It
may participate by providing a credit of confidence or acting
as constructive opposition.
The political leaders should not participate in the government,
so that the society could accept it.
The Movement for Rights and Freedoms (MRF) should be in
opposition. The performance of the Bulgarian Socialist Party
(BSP) has shown that its internal problems are so grave that it
could not consider governing the country. The BwC leader ruled
out any possibility of coalescing with MRF and BSP.
Low turnover is one of the distinctive features of the latest
elections, said Barekov. He blamed the whole political elite
about this. People are concerned, disappointed, repelled by the
Bulgarian politicians, said Barekov.
BwC will set up a working group for negotiations with GERB, he
said appealing for transparency of these talks. Barekov said
that they will not demand ministerial posts but the
implementation of specific policies: creation of jobs, support
for the Bulgarian business, e-government, reforms in healthcare,
education and energy.
Asked whether he will withdraw as MEP, Barekov said that he will
talk with his colleagues during the week and take a decision.
He said he will surely not apply for the post of prime minister,
minister or deputy minister. "The people have decided that I am
not entitled to the PM position, I interpret correctly what the
people have decided," Barekov said and added that he hopes the
leaders of the other parliamentary represented parties have also
understood that the people have not given them this post.
"I hope that [GERB leader] Boyko Borissov has interpreted
correctly the election results and, if he takes one step back,
like I did, the Bulgarian people will take two steps forward, we
will have a working government," Barekov went on to say. In his
words, GERB has many successful mayors who could take the
position of prime minister.
According to Barekov, it should be clear which parties support
the new cabinet and in exchange for what commitments. There
should also be an agreement among them, he said.
In his words, the first test for the creation of a political
consensus is the election of a National Assembly chairperson.
Barekov described his coalition's parliamentary group as
averagely big but "splendidly balanced" with its MPs from every
big multi-member constituency. According to him, Bulgaria
without Censorship will be one of groups of highest quality in
the new Parliament.
Barekov said that his coalition's result in the early elections
is not excellent, because the formation's capacity was far
greater. "We have a certain retreat compared to the European
Parliament elections, but for the first time a new political
union only within three months receives representation both in
the European and Bulgarian parliaments," he noted. In his words,
this makes Bulgaria without Censorship an unavoidable factor in
Bulgarian politics.
