Parliament Elects Central Bank Governor at  Extraordinary Sitting
Sofia, July 14 (BTA) - At an extraordinary sitting on Tuesday, 
the National Assembly opened discussions to elect a governor of 
the Bulgarian National Bank (BNB) out of four candidates. Bisser
 Manolov has been proposed by the parliamentary group of the 
Reformist Bloc, Viktor Yotsov by ABV, Grigorii Vazov by the 
Patriotic Front, and Dimiter Radev by GERB and the Reformist 
Bloc.
At the start of the sitting, Movement for Rights and Freedoms 
(MRF) leader Lyutvi Mestan proposed that each candidate say in 
advance with what team of deputy governors he will govern the 
central bank, because they have a relative authonomy in their 
respective fields. If the candidates do not do this, MRF will 
not support any of them, Mestan said. After the proposal was 
rejected, the MRF parliamentary group left the plenary chamber. 
Socialist MP Yanaki Stoilov proposed that after the debates each
 candidate answer questions by MPs. The proposal was accepted. 
    
Independent MP Velizar Enchev suggested that the election be 
postponed until the Constitutional Court passes judgment on 
whether the election procedure conforms with the Constitution, 
but the majority rejected his proposal. 
        
A candidate must receive more than half of the votes of those 
present in order to be elected. If no one wins enough votes, 
there will be a second round of voting contested by the two 
highest-placed candidates of the first round. If no one is 
elected in the second round either, Parliament will open another
 election procedure.
