MPs Ask Constitutional Court  to Interpret Texts of Draft Constitutional Changes

Sofia, July 29 (BTA) - One hundred and forty-four MPs submitted
a petition to the Constitutional Court on Wednesday. The
questions are related to the draft changes in the Constitution
by which the MP are expected to help the implementation of the
judiciary reform in this country. The petition has been signed
by MPs from GERB, the Movement for Rights and Freedoms, the
Reformist Bloc, the Patriotic Front and the Bulgarian Democratic
 Centre.

The first question is: does the split of the Supreme Judicial
Council into two colleges constitute a change of the state
structure on the merits that should generally be performed by a
Grand National Assembly?

The second question: can any of the colleges have equal
magistrate and parliamentary quotas and, if yes, is this not a
precondition for political pressure?

The political consensus reached on the changes in the
Constitution included making of such inquiry to the
Constitutional Court between the first and the second reading
discussions of the draft revisions.

The National Assembly, as a legislative authority, has a legal
interest in such interpretation,GERB's Danail Kirilov told
journalists. He voiced hope that the Constitutional Court would
pronounce itself on the matter in the middle or in the end of
September.

Kirilov said that the revisions are likely to be discussed at
first reading in the beginning of September.
