President Announces Nominations for Constitutional Court

Sofia, September 15 (BTA) - The office of President Rosen Plevneliev announced Tuesday the nomination of Mariana Karagyozova -Finkova and Filip Dimitrov for member of the Constitutional Court on the presidential quota of judges.

The statement describes the nominees as persons with long juristic experience and expertise which is recognized in Bulgaria and abroad.

Mariana Karagyozova - Finkova is a professor of constitutional law and a former head of the Constitutional Law Department of the Sofia University Law Faculty (2003-2013). She has also specialized in protection of human rights, European standards in public administration and EU and American law in Belgium, the Netherlands, the UK, the US, Switzerland, the Czech Republic and Hungary.

She teaches at the St Kliment Ohridski University and New Bulgarian University in Sofia and sits on the legal board under the President of Bulgaria.

Filip Dimitrov is a former Prime Minister of Bulgaria (1991-92) and deputy in three parliaments, member of the European Parliament since 2007 and deputy chair of the Constitutional Affairs Committee of the EP.

He has a a degree in law from Sofia University and doctorate in political sciences from New Bulgarian University; has taught at the Christopher Newport University in Virginia, the US, the American University of Bulgaria in Blagoevgrad and the university of Toronto, Canada. A member of the Sofia Bar Association with over 20 years of legal practice. A career diplomat, Bulgarian Ambassador to the UN (1997-98), OSCE special envoy for Armenia and Azerbaijan (in 2004) and head of the EU delegation in Tbilisi, Georgia (2010-2014).

Mariana Karagyozova - Finkova and Filip Dimitrov will be appointed to the Constitutional Court before the end of September, the Presidential Press Office says.

The largest parliamentary group, GERB, has announced that they would nominate outgoing National Ombudsman Konstantin Penchev to fill the parliamentary quota of Constitutional Court judges.
