National Referendum Initiative Committee Proposes Districting with Majoritarian Election System Bill

Sofia, December 21 (BTA) - Members of the 2016 National Referendum Initiative Committee Wednesday presented a proposal for districting of the country, attached to the majoritarian election system bill that was drafted by National Ombudsman Maya Manolova and was laid before Parliament by independent MP Georgi Kadiev.

Committee member Toshko Hadjitodorov explained to reporters at the National Assembly on Wednesday that the districting was done by a team of the Faculty of Mathematics at the St Kliment Ohridski University of Sofia. According to the proposal, Bulgaria is divided into 231 single-member constituencies, including 49 constituencies in Sofia City and Sofia Region. Nine single-member constituencies are set up for Bulgarian citizens resident abroad, including three in Turkey, Hadjitodorov said.

He argued that the MPs can find time to adopt the bill. "They have enough time to adopt it, they adopted the election law two days before polling day," he pointed out, apparently referring to the latest amendments to the Election Code, passed on October 26, 2016, while the presidential elections took place on November 6.

The proposal has been submitted to the Records Office of the National Assembly.
