The early parliamentary elections held on April 2 in Bulgaria were competitive and well organized. The legal framework was adequate for the conduct of democratic elections, but frequent changes undermine trust and efficiency, creating challenges for the timely preparation of elections, said international observers at a press conference in Sofia where they presented a preliminary report with their conclusions from Sunday's parliamentary vote in Bulgaria.
